After the last shot, it appears that you are able to reload and then cancel the reload by ADSing under all circumstances once the gun has reached 2 bullets loaded. The only exception that I have found to this bug is when firing the very last shot in the gun. If you wait until after the reticle fully "kicks" upwards to start reloading you are able to cancel the reload via ADS like normal. From what I can tell, for the shot that initiates this bug, it does not matter if you are ADSed or hip-firing as long as you start the reload before the kick/recoil animation upwards is complete, this unable to ADS issue occurs. In other words, after firing the 30-30 your reticle "kicks" upwards, if you start to reload the 30-30 before the reticle reaches it's highest point you will not be able to ADS the 30-30 until it is fully reloaded or you cancel the reload (switching guns, punching, hip-firing a shot, etc.). When further investigating the timing for initiating the reload, "too soon" appears to be attempting to reload prior to the kick/recoil animation finishing it's movement upwards. Regardless of Toggle/Hold ADS, or any other inputs at the time, as long as you start reloading "too soon" after firing, you will not be able to cancel the reload by attempting to ADS until the gun is fully reloaded. The cause seems to be reloading too soon after firing the 30-30 much like TheAfroSmash stated in his post. Looking further into the issue in the Firing Range, I believe I have been able to replicate the bug. This is an issue that I have been experiencing as well.
